An investment intermediary license from the FSC. Our reference file lists the FSC as the authority that “licenses investment intermediaries (MiFID II)”, and that is the regime a forex or CFD business falls under: the client trades financial instruments, not currency for payment purposes.
The same FSC is also the authority for crypto-asset service providers, but under a different law: the Markets in Crypto-Assets Act. A broker that adds crypto trading needs to look at both regimes — the MiCA transitional period in Bulgaria ended on 2026-07-016, so an unauthorised crypto service can no longer serve clients.
Payment and e-money services are not FSC business at all. They are licensed by the Bulgarian National Bank, and a broker that wants to hold client money as e-money would be applying to a second regulator.

The capital the firm must hold depends on the services it will provide and is set by the FSC and EU rules. Our reference file does not yet contain a checked figure, so we do not print one here; you receive it with its source in the written quote.

The FSC’s review time is not published in our reference file, so we do not promise one. The only fixed figure is the company itself: electronic registration with the Commercial Register typically takes up to 3 days5 once the documents are ready.
Bulgaria is an EU member and MiFID II is an EU regime, but our reference file does not yet hold the checked passporting steps and deadlines for investment firms. We confirm them for your target countries in the quote rather than summarise them here.
